GREENUP Three individuals were arrested by the Greenup County Sheriff’s Department after a traffic stop for a headlight violation and revealed multiple drugs in a vehicle, authorities said.

Deputy Brett Ritchie arrested Vonna Lynn Wilburn, 28, of South Portsmouth, Larry Ray Thomas, 68, of Morehead, and Douglas Lee Brown, 39, of South Portsmouth on U.S. 23 South last week after he searched the vehicle and authorities said they discovered drugs.

The individuals were driving with bright lights on and failed to dim them to oncoming traffic, according to police reports. The deputy stopped the vehicle when the driver, Wilburn, said she was a permit driver and was unaware she couldn’t drive with headlights on bright when oncoming traffic was approaching in the opposite lane.

Ritchie then requested Thomas, the owner of the vehicle, whom was riding as a passenger in the front, to step out of the vehicle and was given consent to search the vehicle.

“Upon searching the vehicle, under the driver’s seat was located a small black container with a zipper around the sides as well as a camouflaged pouch,” said police reports. “Upon opening the black container, inside was found to be scales and baggie of a clear crystal type substance believed to be methamphetamine.”

Ritchie called for a secondary unit to arrive before continuing the search.

“Upon continuing search, inside the camouflaged pouch were needles, other items contributing to narcotics usage, as well as a clear container containing a liquid type unknown substance,” said police reports.

Police sent all seized evidence to the Kentucky State Police crime lab for testing, according to reports.

Authorities said Wilburn told police the narcotics did not belong to her and she did not know to whom they belonged. Authorities said Thomas told police that he was unaware of the narcotics being brought into the vehicle and they must have belonged to Wilburn or Brown, her boyfriend. Authorities said Thomas told police he was unaware of the narcotics being in the vehicle.

All three individuals were arrested and lodged at the Greenup County Detention Center.

Wilburn was arrested on the charges of failure to dim headlights, buying or possessing drug paraphernalia, first-degree possession of methamphetamine, and first-degree possession of an unspecified drug.

Thomas was arrested on the charges of failure to notify of address change, buying or possessing drug paraphernalia, first-degree possession of methamphetamine, and first-degree possession of an unspecified drug.

Brown was arrested on the charges of failure to notify of address change, buying or possessing drug paraphernalia, first-degree possession of methamphetamine, and first-degree possession of an unspecified drug.

Brown was additionally charged with failure to appear on an outstanding warrant out of Campbell County District Court.
