Darcy A. Fannin, 45, who is identified as homeless, was arrested at Ashland Central Park on Wednesday on the charges of third-degree criminal trespassing and public intoxication of a controlled substance. Fannin was lodged at the Boyd County Detention Center. 

ASHLAND A homeless man was arrested by authorities after police reports indicate he was loitering in a local park while under the influence of a controlled substance.

The arrest is at least the fifth arrest of individuals at Central Park on drug charges under similar circumstances. The most recent involves Darcy A. Fannin, 45, who was arrested by the Ashland Police Department at Ashland Central Park on Wednesday.

Police reports indicate that Fannin was trespassing inside the park at approximately 1 a.m. and was under the influence of a controlled substance.

Fannin was arrested for public intoxication of a controlled substance and third-degree criminal trespassing.

Fannin was lodged at the Boyd County Detention Center and is being held on a $500 cash bond. Fannin is scheduled to appear in court on Sept. 16.

The Ashland Police Department routinely patrols the park. Other recent arrets include: 

Mark D. Sargent, who is identified as homeless, was arrested by the Ashland Police Department on Aug. 10 at the park on the charges of second-degree possession of a controlled substance, and buying or possessing drug paraphernalia, according to police reports. Sargent was also charged with public intoxication of a controlled substance, and was suspected of being under the influence of drugs or narcotics, according to police reports.

Randel B. Rybak, 44, and Jessica Hardison, 27, both of Ashland, were arrested by the Ashland Police Department on the charges of first degree possession of the controlled substance methamphetamine, and buying or possessing drug paraphernalia in July. APD seized approximately $140 of methamphetamine from the individuals, according to police reports.

Harold Gene Bowen, 37, was arrested at Ashland Central Park in June on the charge of first degree possession of the controlled substance methamphetamine after police said they seized the illegal substance during a search of his person, according to police reports.

Lanny Joe Thomas, 38, of Ashland was arrested in May at Ashland Central Park on the charges of first degree possession of the controlled substance methamphetamine and second degree possession of a controlled substance (drug unspecified). Police seized methamphetamine and buprenorphine from the scene, authorities said.
