The closure of the Boyd County Clerk’s Office is still in effect. The closure began following the Governor’s decision to close non-essential services.
“I am acutely aware that this decision will inconvenience a lot of people, so I do not make the decision lightly,” Boyd County Clerk Debbie Jones said. “I also believe that we all need to make a large investment in social distancing to protect those most vulnerable to COVID-19. To do any less is simply not an option.”
During the time when the Boyd County Clerk’s Office is closed to public access, a change in the way business is conducted has taken effect.
Automobile Registration and Titling:
The public has three options for renewal of their vehicle registration. First, online renewal is available for most vehicles at drive.ky.gov. Second, registration renewals may be mailed to:

Third, during the current business hours of 9 a.m. to 3 p.m. at all three locations, information can be placed in the drop box provided at the door, and registration/paperwork will be returned by mail. Mail-in renewals should include the prior year registration receipt, proof of insurance and payment. Online renewal instructions are included at the website.
Vehicle transfers and vehicle inspections will be suspended until further notice. Individuals who have purchased a vehicle from out of state will need to retain their documents until the Boyd County Clerk’s Office reopens to public access. The same is true for individuals selling a Kentucky titled vehicle to another person.
Elections and voter registration will continue to prepare for the June 23 primary election.
Voters may continue to register to vote or update their address by submitting a new registration form online at www.govoteky.com until 4 p.m. on Monday, May 26. Registrations by mail must be postmarked by May 26.
Voters who qualify to absentee vote by mail may call the elections department at (606) 739-5116 to request an application.
Notary Licenses: Notary oath and bonding are suspended until further notice.
Marriage Licenses: Marriage license applications are suspended until further notice.
Permanent Records, Real Estate: Document recording may be submitted by mail at the address above or dropped in the drop box at the Catlettsburg Boyd County Clerk location during the current 9 a.m. to 3 p.m. hours of operation.
Copies of Permanent Land Records, Other Records: Copies of records may be obtained by mail by calling (606) 739-5116 and stating your request
Paying delinquent taxes: Customers who need to pay any tax bill that is owed prior to 2019 can call (606) 739-5116 and pay them over the phone with use of a credit card.
