CATLETTSBURG The Boyd County Grand Jury released its latest indictments, which include cases involving allegations of domestic violence assault, multiple persistent felony offender enhancements and four separate indictments involving metamphetamine trafficking.

An indictment is not a conviction of guilt and all individuals are innocent until proven guilty in a court of law.

According to court records, the following were indicted on the following charges:

  •  Justin R. Watts, 35, of Ashland: first-degree trafficking in methamphetamine, a class C felony, and an enhancement charge of first-degree persistent felony offender. The PFO enhancement was due to previous convictions of trafficking in a controlled substance, third-degree burglary, possession of a controlled substance, receiving stolen property and convicted felon in possession of a firearm. Watts’s bail was set at $100,000 full cash.
  •  Jacob C. Evans, 36, of Ashland: first-degree trafficking in methamphetamine, a class C felony, and an enhancement charge of second-degree persistent felony offender based on a previous conviction of flagrant non-support. Evans’s bail was set at $50,000 full cash.
  •  Amy D. Sturgill, 37, of Rush: first-degree trafficking in methamphetamine, a class C felony, first-degree wanton endangerment, a class D felony, and an enhancement charge of first-degree persistent felony offender based on previous convictions of possession of a controlled substance, tampering with physical evidence and forgery. Sturgill’s bail was set at $50,000 full cash.
  • Jimmie Ray Morris, 36, of Ashland: first-degree persistent felony offender (enhancement charge) based on previous convictions of second-degree assault and flagrant non-support. Morris’ bail was set at $50,000 full cash.
  • William Andrew Kelley, 29, of Ashland: second-degree domestic violence assault, a class C felony, and the enhancement charge of first-degree persistent felony offender based on previous convictions of burglary and robbery. Kelley's bail was set at $50,000 full cash.
  • Cory J. Frasher, 35, of Ashland: first-degree trafficking in methamphetamine, a class C felony, and the enhancement charge of first-degree persistent felony offender based on previous convictions of trafficking in a controlled substance and possession of a controlled substance. Frasher's bail was set at $50,000 full cash.
  • Adam C. Christian, 30, of Ashland: failure to use or improper signal, second-degree possession of a controlled substance, a class A misdemeanor, first-degree possession of methamphetamine, a class D felony, buying or possessing drug paraphernalia, a class A misdemeanor, tampering with physical evidence, a class D felony, and an enhancement charge of first-degree persistent felony offender based on previous convictions of burglary and receiving stolen property. Christian’s bail was set at $20,000 full cash.
  • Leland E. Prater, 53, who is identified as homeless: first-degree possession of methamphetamine, a class D felony. Prater’s bail was set at $15,000 full cash.
  • Lakin C. Hall, 27, of South Point, Ohio: theft by deception including cold checks, a class A misdemeanor, and theft of identity of another without consent, a class D felony. Hall's bail was set at $10,000 full cash.
