Man arrested in sexual abuse of girl, 4

HITCHINS — A Carter County man was arrested Monday for allegedly sexually abusing a 4-year-old girl.

James D. Withrow, 56, of Hitchins, was lodged in the Carter County Detention Center on indictment warrants charging him with first-degree sodomy and first-degree sexual abuse involving a victim younger than 12, Kentucky State Police at Ashland said.

The KSP said it received a report on Sept. 5 of sexual abuse involving a 4-year-old. The initial report stated the girl had been sexually abused by Withrow at a residence on Clay Camp in Carter County, and when the alleged abuse occurred the girl’s parents were acquaintances of Withrow’s, the KSP said.

On Sept. 10, investigators interviewed Withrow and it was revealed sexual contact — touching in a sexual manner — had occurred between him and the girl, the KSP said.

The case went before a Carter County grand jury and indictments were handed up in the case on Oct. 25, the KSP said.

 A grand jury indictment is a formal accusation of a crime and does not establish guilt.
