Arrest made in 2011 murder

PORTSMOUTH — Almost three years after an Ashland man was found dead in his burned-out car, police have charged a Portsmouth man in his murder.

Police arrested Donald L. Richardson, 52, Tuesday afternoon and charged him with shooting Donald Kidd to death, Portsmouth Police Chief Robert Ware said Wednesday.

Richardson was arrested on a secret indictment charging him with murder, felonious assault, arson, tampering with evidence and abuse of a corpse.

Kidd, 51, was found dead in his burning car in a vacant lot in Portsmouth in May 2011.

Ware revealed few concrete details Wednesday in a press conference announcing the arrest. He said the killing is still being investigated and police can’t talk about Richardson’s motive. Police are still piecing together the relationship between the two men, he said.

Whether the killing was drug-related also remains unanswered. Ware said it was too early to say. However, Ware did say Richardson was arrested by officers from the Southern Ohio Drug Task Force.

Richardson does have a criminal background, but Ware didn’t provide any details.

Investigators believe there are other witnesses and sources who have not come forward. “I think there is information out there and for whatever reason people have been reluctant,” he said.

The offer of a Blue Ribbon Arson Award of up to $5,000 by the Ohio fire marshal’s office remains open, Ware said.

Authorities found Kidd early May 9, 2011, after an explosion in the 1000 block of 15th Street in Portsmouth; they found a burning car with Kidd inside.

An autopsy showed Kidd had died of a gunshot wound.

Richardson is in the Scioto County Jail and his arraignment had not been set, Ware said.
