Kentucky residents will see major changes in the way they register their vehicles later this year.
According to Boyd County Clerk Debbie Jones, the state, in conjunction with 3M, is in the process of implementing a new, more efficient registration system known as Kentucky Automobile Vehicle Identification System, or KAVIS.
The building and testing of the software that will be utilized by the new system has been ongoing for the past 30 months, Jones said. Plans call for KAVIS to “go live” in October, she said.
KAVIS will replace a system that is more than 30 years old and that has become increasingly difficult and expensive to maintain, Jones said.
The state’s goal with the new system is to make vehicle registration more customer-centered. Currently, Kentucky utilizes a “plate-to-vehicle” registration system, meaning the plate stays with the vehicle. But, KAVIS will have a “plate-to-customer” format, Jones said.
What that means is that when an individual sells or trades a vehicle, he or she will keep the license plate from it, along with the registration decal he or she paid for at renewal time. The change will allow the customer to use the full 12 months of his or her paid registration, Jones said.
“If you buy another vehicle, the plate you remove from your sold or traded vehicle can be put on the newly purchased vehicle, but only after you transfer the plate to the newly purchased vehicle at your county clerk’s office,” she said.
To transfer a plate with current registration to a different vehicle, a customer will need to bring both the plate and the vehicle title to the county clerk’s office, Jones said. The transaction will have to be conducted in person, not online or by phone, and there will be a $6 transfer fee, she said.
A vehicle seller will be able to have the plate he or she removes from a sold vehicle transferred to another vehicle so long as the registration hasn’t expired, Jones said. Or, the seller will have the option of retaining the plate for future use until the registration expires.
Additional updates and information will be forthcoming prior to the system going into use, Jones said.
