Catlettsburg man facing charges of rape, sodomy

CATLETTSBURG —
A Catlettsburg man faces rape and sodomy charges following a sexual abuse investigation involving foster children living in his home, according to prosecutors and police.
A Boyd County grand jury on Friday indicted Bobby Owney, 52, of the 6400 block of Tarpin Ridge, according to the office of Boyd County Commonwealth’s Attorney David Justice.
According to the indictment, the grand jury charged Owney with five counts each of first-degree rape and first-degree sodomy, both involving children under 12.
State troopers arrested Owney Wednesday according to a statement from the Ashland post of the Kentucky State Police.
Based on reports from the Boyd County Department of Social Services and the state police investigation, the assaults took place between February 2006 and July 2008.
Police say other charges are pending. The investigation is continuing and other children in the home are being questioned, said assistant commonwealth’s attorney Scott Reese.
Other indictments issued Friday include:
Jackie C. Call, 52, of Barboursville W.Va., third-degree burglary and possession of burglary tools.
David Scott Melvin Jr., 27, of Catlettsburg, driving under the influence and possession of controlled substance, first and second degrees.
Gregory A. Keelin, 35, of Catlettsburg, two counts of second-degree criminal possession of forged instruments.
William A. Tussey, 25, of Ashland, third-degree burglary.
Jeffrey A. Salyers, 45, of Ashland, third-degree burglary.
Derek W. Petterson, 21, of Westwood, resisting arrest, third-degree assault, giving false name to officer.
Christopher T. Bocook, 33, of Catlettsburg, receiving stolen property.
Keith A. Dotson, 26, of Catlettsburg, second-degree burglary.
Amy D. Sturgill, 26, of Ashland, second-degree criminal possession of a forged instrument.
Amber D. Stafford, 21, of Ashland, first-degree possession of a controlled substance and public intoxication.
James J. Hill, 33, of Ashland, first- and third-degree possession of a controlled substance and driving under the influence.
Brandon M. Landendorfer, 19, of Ashland, fraudulent use of a credit card.
James M. Haney, 27, of Rush, second-degree burglary.
